For the first time in Austria it is possible to obtain certificates to prove digital competences in a certification system according to the Digital Competence Framework for Austria - DigComp 2.2 AT.

The basis for this is an exam on general digital knowledge in everyday life and work: The so-called "Digital Knowledge Certificate (Dig-CERT)" online exam is an instrument developed on the basis of in-depth psychometric validity and reliability analyses to evaluate digital competences. The Digital Knowledge Certificate (Dig-CERT) is part of the Austrian digital knowledge and application certificate DigComp-CERT.

About the Digital Knowledge Certificate (Dig-CERT) and the DigComp-CERT

What is the Digital Knowledge Certificate (Dig-CERT) or the Digital Knowledge Certificate (Dig-CERT) online exam?

The Digital Knowledge Certificate (Dig-CERT) is the basis for your certificate to prove your digital competences. To obtain such a certificate, you have to register and thereafter take the online exam of the Digital Knowledge Certificate (Dig-CERT).

The Digital Knowledge Certificate (Dig-CERT) is a maximum one-hour exam consisting of multiple-choice questions. It covers questions on general digital knowledge with reference to life and work-related scenarios from all six competence areas at competence levels 3 (Solid INTERMEDIATE) to 5 (Comprehensively ADVANCED) of the Digital Competence Framework for Austria - DigComp 2.2 AT. The questions cover aspects of smartphone use, digital official channels, applying for a job, politics and civil society, working in a company or at home, collaboration at the workplace and data security or operational organisation at work. The classic work environments are assumed to be "office and administration", supplemented by "work processes in creative professions" and "operational organisation in the production sector".

Once you have completed the exam of the Digital Knowledge Certificate (Dig-CERT), you will receive a Digital Knowledge Certificate (Dig-CERT). This certificate shows in which areas and at which level (1-5 of the DigComp 2.2 AT) you have general digital knowledge. If your general digital knowledge is predominantly at competence levels 1 and 2, the Digital Knowledge Certificate (Dig-START) will be issued. "Failure" is not possible in the Digital Knowledge Certificate (Dig-CERT)!

What is the DigComp-CERT?

The DigComp-CERT is a certificate to prove digital competence that was developed based on the Digital Competence Framework for Austria - DigComp 2.2 AT. It consists of two parts: a mandatory proof of knowledge [Digital Knowledge Certificate (Dig-CERT) and a freely selectable proof of competence. The DigComp-CERT indicates, in the sense of an up-to-date digital competence profile, in which competence area and at which competence level of the DigComp 2.2 AT a person's digital competences can be classified.

What is the purpose of the DigComp-CERT?

The DigComp-CERT serves to make all existing digital competences of people in Austria visible and have them as evidence in professional and everyday life.

What is the difference between the Digital Knowledge Certificate (Dig-START), the Digital Knowledge Certificate (Dig-CERT) and the DigComp-CERT?

The Digital Knowledge Certificate (Dig-START), the Digital Knowledge Certificate (Dig-CERT) and the DigComp-CERT are certificates, which you can obtain for your digital competences. If your general digital knowledge is predominantly at competence level 1 or 2 according to the Digital Knowledge Certificate (Dig-CERT) online exam, you will receive the Digital Knowledge Certificate (Dig-START). If your digital competences are at the levels above, you will receive a Digital Knowledge Certificate (Dig-CERT).

If you have a Digital Knowledge Certificate (Dig-CERT) and also provide evidence of competence (e.g. certificates, confirmation of participation, degrees, etc.) in the field of digital competences, you will receive the corresponding combination certificate DigComp-CERT.

In a further implementation, it is planned to award a DigComp-START upon presentation of a Digital Knowledge Certificate (Dig-START) in combination with additional proofs of competence (which are predominantly at competence levels 1 or 2).

For whom are the Digital Knowledge Certificate (Dig-CERT) and the DigComp-CERT suitable and what are the benefits?

What is the DigComp-CERT+?

Like the DigComp-CERT, a DigComp-CERT+ consists of a proof of knowledge Digital Knowledge Certificate (Dig-CERT), but combined with several proofs of competence instead of one (e.g. degree plus certificate). You receive a DigComp-CERT+ if, in addition to the obligatory proof of knowledge, several proofs of competence can be shown, for example a course plus further training or a certificate plus another special qualification in the field of digital education.

How do I keep my Digital Knowledge Certificate (Dig-CERT) and DigComp-CERT up to date? Do I have to prove my digital competences several times?

As the digital world and the skills required for it are changing rapidly, it is advisable to retake the Digital Knowledge Certificate (Dig-CERT) every two to three years.

If you have new or supplementary proof of competence such as degrees, certificates or confirmation of participation, these will also be added to your DigComp-CERT. This way, you can always keep the proof of your digital competences up to date.

Why does the DigComp-CERT consist of two parts?

The DigComp-CERT consists of two parts (a proof of knowledge and a proof of competence), because digital competence profiles can be very diverse.

In the knowledge test, your general digital knowledge is determined within the framework of an online exam. All people need this general knowledge equally in order to move confidently in the digital every day and professional world.

The proof of competence gives you the opportunity to show in which area and to what extent you have acquired specific digital know-how. You are free to choose this proof of competence. It can be, for example, a course, a certificate, a training or another special qualification in the field of digital competences.

What does the Digital Knowledge Certificate (Dig-CERT) cost?

The issuing of a Digital Knowledge Certificate (Dig-CERT) is subject to a fee and is offered by various test centres. You will receive information about which test centres can be selected for the exam by e-mail after your non-binding registration at www.dig-cert.at (currently only in German). For information about costs please contact the respective test centre or you can obtain information from our cooperation partner.

What are the requirements for the Digital Knowledge Certificate (Dig-CERT) or the DigComp-CERT?

To obtain the Digital Knowledge Certificate (Dig-CERT) or the DigComp-CERT, you need a “Handy-Signature” (mobile phone signature) and have to be able to complete an online questionnaire on your computer.

What distinguishes the Digital Knowledge Certificate (Dig-CERT) and the DigComp-CERT from other offers on the market?

The differences between the Digital Knowledge Certificate (Dig-CERT) and the DigComp-CERT to existing certificates are manifold. Our offers are

  • Standardising: All knowledge and competence certificates for digital competences are assigned to the Digital Competence Framework for Austria - DigComp 2.2 AT. Through the competence areas and competence levels mapped therein, the digital competences of individual persons can be clearly determined and communicated.

Does the Digital Knowledge Certificate (Dig-CERT) or the DigComp-CERT have an expiry date?

No, neither the Digital Knowledge Certificate (Dig-CERT) nor the DigComp-CERT have an expiry date in the present version. However, the respective date of issue is visible. As the digital world is developing rapidly, it is therefore recommended to repeat the Digital Knowledge Certificate (Dig-CERT) after three years at the latest. Attention: If the proof of competence you have freely chosen (e.g. a certificate) has an expiry date, this is also visible on the DigComp-CERT.

What is the Digital Competence Framework for Austria - DigComp 2.2 AT and what is its purpose?

The Digital Competence Framework for Austria - DigComp 2.2 AT describes digital competence in six competence areas and 25 individual competences on 8 competence levels. It is a further development of the DigComp reference framework of the EU, realised within the framework of a scientific study. You can find more about DigComp 2.2 AT here.

What is a competence area?

A competence area describes a thematically related subject area in which one can acquire and demonstrate digital competences. In the Digital Competence Framework for Austria - DigComp 2.2 AT, six competence areas were defined, namely foundations and access, information and data literacy, communication and collaboration, digital content creation, safety as well as problem solving and continuing learning.

What is a competence level?

A competence level describes the level or proficiency of digital competences. In total, the Digital Competence Framework for Austria - DigComp 2.2 AT comprises eight levels, ranging from basic competence to special expertise in different areas.

Registration and processing

I would like to prove my digital competences through a Digital Knowledge Certificate (Dig-CERT) and DigComp-CERT. What do I have to do?

To prove your digital competences through a Digital Knowledge Certificate (Dig-CERT) and a DigComp-CERT, the following steps are necessary:

  1. Register for the Digital Knowledge Certificate (Dig-CERT) at www.dig-cert.at (currently only in German) 
  2. Enrol for the online exam of the Digital Knowledge Certificate (Dig-CERT). You will receive more information on the enrolment by e-mail after registration
  3. Take the online exam on the chosen exam date
  4. Register on the DigComp-CERT platform  (currently only in German) and upload your proof of competence
  5. After verification and assignment of the submitted proofs of competence, you will receive a notification about the issuance of your DigComp-CERT (issuance is possible from early summer 2022).

Where can I register for the Digital Knowledge Certificate (Dig-CERT)?

Registration is possible on the webpage www.dig-cert.at (currently only in German). Attention: for the Digital Knowledge Certificate (Dig-CERT) online exam a separate enrolment is necessary. After successful registration you will receive the exam enrolment information by e-mail.

When can I register for the DigComp-CERT platform?

What is the difference between registration and enrolment for the Digital Knowledge Certificate (Dig-CERT)?

By registering for the Digital Knowledge Certificate (Dig-CERT) you express your interest in the Digital Knowledge Certificate (Dig-CERT) online exam. This does not mean that you have enrolled for an exam date. This enrolment has to be carried out separately. In the online exam, is it possible to answer some questions later, or do I have to proceed according to a predefined order?

All questions are available at the same time throughout the Digital Knowledge Certificate (Dig-CERT) online exam. You can defer “difficult” questions and revise answered questions again until the end of the exam.

What are the requirements to successfully complete the online exam?

When you take your Digital Knowledge Certificate (Dig-CERT) online exam via remote proctoring, you must have appropriate hardware (i.e. video camera, audio output and microphone). Otherwise, successful completion is not possible via remote proctoring, but only in one of the walk-in test centres. Anyone who cheats (e.g., by not taking the exam himself or herself) will be disqualified from taking the Digital Knowledge Certificate (Dig-CERT) online exam.

Proof of competence and the DigComp-CERT platform

What is a proof of competence?

A proof of competence is anything that can be used to demonstrate digital competences or digital application knowledge. This can be a certificate, credentials, a confirmation of participation or other proofs of special qualification in the field of digital competences.

Which proofs of competence and certificates are accepted for the DigComp-CERT?

All proofs of competence and certificates are accepted that clearly and predominantly refer to digital competences and can be assigned to the Digital Competence Framework for Austria - DigComp 2.2 AT. The assignment to DigComp 2.2 AT is made by the Austrian Academy of Continuing Education (wba).

How many proofs of competence can I submit for the DigComp-CERT?

Currently, a maximum of two proofs of competence can be submitted. In regular operation from early summer 2022, up to ten proofs of competence can be submitted.

How old can my proof of competence for the DigComp-CERT be?

Certificates from a school or university are recognised without an expiry date. For all other proof of competence, the more recent the better. The date of issue is always indicated on the DigComp-CERT. If a proof of competence has an expiry date, this is also noted on the DigComp-CERT.

What is my proof of competence classified for?

The DigComp-CERT shows which digital competences you have at the time your proof of competence was issued . For this purpose, your proof of competence must be assigned to a competence area and a competence level and possibly also combined with each other. This requires a "conversion" to a common system - the Digital Competence Framework for Austria - DigComp 2.2 AT.

Who classifies my proof of competence?

The proof of competence is assigned to the Digital Competence Framework for Austria - DigComp 2.2 AT by the Austrian Academy of Continuing Education (wba) and experts from the education sector. The wba is an officially recognised and system-certified body. Its task is to implement the nationwide, provider-independent standard for adult educators that it has created.

Learning and exam offers that are already listed in the fit4internet database were assigned to the DigComp 2.2 AT by the associated training providers, and a declaration of commitment was made during the process.

Who is responsible for the authenticity of a submitted proof of competence?

The submission of a proof of competence is done by yourself and is confirmed with your “Handy-Signatur” (mobile phone signature). This is equivalent to a legally valid signature, with which you assume responsibility for the authenticity of the submitted proof of competence.

What is the DigComp-CERT platform?

On the DigComp-CERT platform, you can upload proofs of competence that confirm your personal digital competences. At least one proof is necessary if you want to receive a DigComp-CERT as proof of your digital competences.

Do I have to register on the DigComp-CERT platform even if I am already enrolled for the Digital Knowledge Certificate (Dig-CERT) online exam?

Yes, this is necessary if you want to bring in your own proof of competence and thus receive a DigComp-CERT. If you do not wish to receive a DigComp-CERT, registration on the DigComp-CERT platform is not necessary. Attention: Registration on the DigComp-CERT platform is only possible if you have already taken the Digital Knowledge Certificate (Dig-CERT) online exam.
